Office of commissioner of midday meal and schools
1) functions of office :-
Office of commissioner of midday meal and schools is an office of divisional head under administrative control of education department of state government. This office manages the development and maintenance of general education after primary education of std. 7. This office and the offices under it gives the administrative instructions and has control over the secondary and higher secondary education, also the responsibility of approving grant to non government educational and other special institutes. District education officer has been given direct responsibility.
Secondary Education :-
In the state there are total 8981 secondary schools which includes 369 government secondary / higher secondary schools, 5407 secondary school with grant and 3205 secondary schools without grant. 22,44,495 students are studying there. Number of teachers is about 49,101.
Hundred per cent grant is given to non government secondary schools for salary allowance of teachers and staff. Schools are given maintenance grant also. Maintenance grant given to schools is on the basis of monthly Rs. 1800 per class for 1 to 5 classes, monthly Rs. 1500 per class for 6 to 30 classes and monthly Rs. 1000 per class for maintenance grant.
The employees of non government secondary schools of the state have been covered under the direct salary scheme since 1973. The employees of secondary schools are given benefits of pension plan since 1963.
To start a new secondary school, the rules in implementation are, in general area 5 kms. radius, in tribal area 5 kms radius and in urban area one school per 10000 of population. As per the notification of education department dated 30-06-99 new standards have been defined for grant to be given to new schools. By making changes in this, as per notification by education department dated 10-10-2007, the schools approved in June 99 and there after and granted secondary and higher secondary schools to be approved now onwards will get 100 per cent salary grant and maintenance grant from June 2006.
There are 175 places in the state where there is no secondary school in the radius of 5 kms. There is a plan to start the secondary schools at these places as and when required.
